An Phan
An has been an advocate for immigrants, ordinary people, businesses, and investors. She has drafted EB-1 permanent resident visas, represented plaintiffs against asbestos bankruptcy trusts, and litigated commercial disputes related to insurance companies. She has spent the majority of her career protecting investors and ensuring fairness in the capital markets at a federal agency. In this role, she worked closely with the national stock exchanges on rule filings related to fees, market data, governance, and new product filings; wrote rulemakings on cybersecurity and operational resiliency; and collaborated with international securities regulators on carbon credits market policy.
She is a double Mustang— having graduated from Southern Methodist University and SMU’s Dedman School of Law. In law school, she participated in several moot court competitions and clerked for Texas Civil Rights Project, protecting historically marginalized groups against criminal injustice and voting rights violations.
An is an active member in the Asian American Bar Association of Houston, serving on the gala committee, and is a founding member of the Houston branch of the National Conference of Vietnamese American Attorneys. As a Houston native, she grew up watching her father represent the Vietnamese community as a personal injury and family law attorney and hopes to carry on that legacy by serving the greater Houston community. Along with her mother, a founding member of Houston's Vietnamese restaurant community, An is an active member of the Vietnamese Law Society, a group that has brought together attorneys from Vietnam in Houston and celebrated the power of education for the next generation. An is fluent in both Vietnamese and Spanish.
Outside of work, she enjoys playing tennis, helping manage the family restaurant, and spending time with her dog, Bowser.
